Compliance prequal

Compliance prequal is one of Demiton's published registers for Australian civil construction. A counterparty's prequalification under a scheme, used to judge subcontractor or supplier eligibility. Demiton keeps it current from the systems a contractor already runs and publishes the record's shape as a versioned JSON Schema, so the same question works whichever system produced the record.

The class/level awarded within that scheme (e.g. an R-level or a level name); the source aliases it from classification or level.

Registration status as published. Defaults to "active" in the parser (:143); the projector only ever projects active rows (:105-108), so in this shelf it is effectively constant.
