How do I get prequalification evidence ready for a bid?
You get your schemes, NPS classifications, certificates, competencies and worker qualifications as one queryable record, so when a client asks for evidence you can say what is current, what is expiring, and what is Declared rather than backed by a document. The registers name the statuses honestly; this page uses the same words.
What you need
Section titled “What you need”- Tier: Insights for the prequalification surface and your self-declared schemes; Connected for the certificate vault crawl and worker registers
- Systems: Dropbox or SharePoint for your certification vault (Connected); Assignar for worker competencies and qualifications
- You supply: Your declared schemes, classifications, jurisdictions and contract-value bands
See Prequalification for the setup wizard, and Assignar for the competencies and qualifications resources.
How it works
Section titled “How it works”- Declare. The setup wizard captures your operating jurisdictions, contract-value range and maximum single-contract value, then the schemes you hold from a catalog covering national accreditations (Austroads NPS, ISO 45001, ISO 9001) and state overlays (TfNSW, QLD TMR, VicRoads, Main Roads WA and others). You record your NPS classifications and expiry dates. A gap check compares your declared financial (F) level against the contract values you want to chase.
- Harvest. The compliance certificate vault re-crawl runs weekly, Sunday 17:00 UTC (Monday 03:00 AEST), against each organisation’s IMS certification vault on a Connected Dropbox connector. New and renewed certificates land as records, and every existing certificate’s expiry status is re-stamped.
- Classify. The harvest classifier reads each certificate and resolves it to a catalog scheme key, plus NPS category levels where the document states them.
- Reconcile. Where current, non-expired evidence exists for a scheme, it overrides the self-declared classification, status and expiry for that scheme. Self-declared values only fill in what the evidence does not state. A registration that exists only because evidence was found is written as not declared.
- Record the registers.
| Register | What it holds | Status |
|---|---|---|
compliance_prequal | A counterparty’s prequalification under a scheme, held by ABN and classification | Declared |
compliance_evidence | The evidence backing a compliance record: certificates, audit reports, licences | Declared |
compliance_certifications | Your organisation’s own compliance certificates: prequalifications, ISO certifications, statutory registrations | Available |
competency_verification | Verification-of-competency assessments per worker, from Assignar | Available |
worker_qualification | Competencies, certificates and licences held by workers, from Assignar | Available |
insurance_certificate | A counterparty’s certificates of currency, which gate site access | Planned |
See the published contracts for compliance_prequal, compliance_evidence, compliance_certifications, competency_verification, worker_qualification and insurance_certificate.
The NPS classification model
Section titled “The NPS classification model”The Austroads National Prequalification System classifies a contractor in four families:
| Family | Covers | Levels |
|---|---|---|
| R | Road construction | R1 to R5 |
| B | Bridge construction | B1 to B4 |
| F | Financial capacity | Stated as a value, such as F25 |
| A | Asphalt | A1 to A4 |
A single NPS certificate usually states several levels together in one document, so the classifier captures each family separately and only where the certificate states it. A level that is not written on the document is left blank rather than inferred.
What you can ask
Section titled “What you can ask”- “What NPS classifications do we hold, and when does each expire?”
- “Which certificates expire in the next 90 days?”
- “Which workers have a current verification of competency for rigging?”
- “Is our declared F level enough for this $40M contract?”
- “Which of our schemes are self-declared rather than backed by a current certificate?”
- “Which subcontractors on our panel hold current insurance certificates?”
What it does not do
Section titled “What it does not do”- Declared is not the same as Available. A Declared register exists as a published contract and fills as soon as a source produces its first record. It can legitimately be empty. Available means it is filled today.
compliance_prequalandcompliance_evidenceare Declared;compliance_certifications,competency_verificationandworker_qualificationare Available;insurance_certificateis Planned, ahead of the connector that will fill it. - Prequalification is self-declared today. Demiton also maintains a register synced from government sources, but matching your declared schemes against that official register is on the roadmap, not built.
- It does not verify a certificate with the issuing body. The classifier reads what the document states. It does not phone Austroads, a council or an insurer to confirm it.
- It does not infer a classification. If a certificate does not state an NPS level, the level stays blank. Evidence overrides self-declaration only where it actually states a value.
- It does not make an eligibility decision. It assembles your standing and flags a financial-level shortfall against a contract value; the bid call is yours.
